Another curiosity is I've come across a game that has some weird rules to it.
Its 8 decks, H17, doubles allowed, splits allowed
BUT

no splits on 4s and no splits on 9s. I wanted to know how this changes the house edge.

Also it has early surrender but only against Aces (before dealer BJ check)

I've seen elsewhere the wizard posted that ONLY splitting aces is a 0.35% addition. but this isn't quite as severe, so I know we have an upper bound there.

Can you double after splitting?
If you can’t then you shouldn’t split 4s anyway.
The mountain is tall but grass grows on top of the mountain.

Yes, you can double after split, or correct it wouldn't matter if you couldn't.

A quick estimate gives me between 0,045% and 0,05 %
