Do the same "composition-dependent strategy" rules apply no matter S17 or H17?

No - see the bottom of https://wizardofodds.com/games/blackjack/strategy/4-decks/ . In practice this is doubling with in some marginal cases because with h17 the dealer busts more often. Also if you don't know how the dealer plays or are in doubt then play s17 strategy.
