Which is the best city to live in to play blackjack?
Born in Texas and lived in Texas my whole life.

This is kind of a difficult question, depending on what is important to you. What kind of limits do you like? What games do you prefer (single-deck, double deck, shoe games)? Are you a counter? When do you like to play? Are comps important to you? Is a party atmosphere more important? Or are you just looking at strictly the odds, using basic strategy on any given game?
IN GENERAL, PA casinos probably have the best games at the lowest limits, though they will be entirely 6 or 8-deck games. Western PA (Pittsburgh, Erie and Washington) will generally have the lowest limits available at all times (occasionally $5, $10 being norms at most times).
Single-deck games (at $25 minimums) are best in Tunica, especially considering the comps and room offers you're likely to get from any green chip play. Tunica has very good double-deck games too, sometimes found at $10 minimums or $5 if you go to the dying properties.
NJ casinos are not allowed to ban you if you're counting cards (though they'll find other ways around it). However, better rules will only be found in high limit rooms, with at least $25-50 minimums.
Of course, Vegas has great games on the Strip, but those will be $100 minimums. Off-strip you'll find double-deck at lower minimums, with pretty good comp offerings. The Strip has the best party pits, if you like bad odds with hot dealers.
California allows banking, which can be a boon if you have the bankroll to cover. Of course there are other reasons not to trust CA casinos.
And, oh by the way, rules and conditions change almost daily, so what might be good today might turn really bad tomorrow... but I think those would be my votes for best options.

If you are a counter, it is tough to beat the sheer quantity of games in Vegas around which you can spread your action.

Edit: I kind of take it back, after googling the Red Garter Casino it actually looks kind of nice. I wonder if they get mormon gamblers, I bet that's interesting.

I agree with this 100%. The Advantage of Vegas is quantity. There are better games in many places, but there is no place that I know of that has the sheer number of what I consider playable games in such close proximity. Playing BJ for a living, and wanting to remain at the mid-level green to mid/upper black, I play a lot. With longevity being my number one concern right now, this means a large rotation of playable games. Vegas is the only place that you can have that without extensive travel.
