Hi all,
I recently studied the basic blackjack strategy to play at Skycity Casino in Auckland, New Zealand.
no hole card OBO rules.
But I have found on their website they also have this rule.
Doubling
if your first two cards do not contain any aces you may
place an additional bet up to the value of your original bet
before you draw a third card
I cannot find any information online about how this rule effects the odds of basic strategy, or if there is any changes in strategy required?

Yes, exactly, although you are allowed to double on hard seven or eight. Also this is even more restrictive than D9 D10 D11 because normally those allow doubling on A8 or A9. That's not a big deal I guess since standing on those totals is always an attractive option as well.
