I know that a number of midwest states do not allow credit markers, and also have a strong aversion to cage deposits. Cash only.

Jim Justice is not only the Governor, he also is the richest man in West Virginia, owns this casino, as well as many other businesses and land throughout the state. Especially coal mines.

I looked the article over again and found the Aggarwal's 'debt' mentioned many times, but never found the word 'felony'. If this was Nevada, the casino would have just alerted the state attorney general that he has a case of just that ... felony level bounced checks. The Greenbrier though is suing to recover debt.
