An Indian tribe with some reservation land near Ukiah, CA tried to make a claim to some former Navy Surplus land that was sold to Richmond, CA for one dollar. The Indians wanted the land transferred to them under the Restored Lands trust but Richmond was opposed to a casino on the land. Richmond changed its tune when promised twelve million dollars a year but as the case wended its way thru the courts, the Indians finally lost their nearly fifteen year battle.
Richmond is high crime yet much of the property is owned by police and other government employees in Richmond and nearby areas.

I think the Native Americans still win in California as they are the only ones allowed to have casinos.
At my age, a "Life In Prison" sentence is not much of a deterrent.
