Those with money in China are politicians and tax collectors.
They have the time to travel to exotic lands where they enjoy booze, gambling. general luxury and the company of attractive young ladies not averse to being horizontal.
Chinese politicians of greater power and greater corruption would prefer that such sums of money be spent in higher bribes and higher taxes and so use Chinese laws to prevent such revenue from escaping their greedy clutches in order that they can be the ones who enjoy such pleasures.
Casinos cater to those who have money and don't much care about the manner in which they acquired it.
