Blackjack Push

I encounter a casino in Macau with the following Blackjack rules:
- 6 decks of cards
- dealer stand on soft 17
- early surrender allowed, provided dealer dont have Ace
- double and split allowed on all cards
- aces can only split once (no resplit aces)
- split aces can only get 1 card each
- double after split allowed
- max split into 4 hands allowed
- dealer gets 2nd & subsequent cards when player has finished his turn (unless player busts)

And here is the unusual rule:
- Player loses ONLY on his original bet should the dealer achieves Blackjack. This means doubled or splitted hands would only lose its initial bet when dealer achieves Blackjack.

So with all the above rules observed, my question here is:
- should i double down on 11 vs dealer Ace?
- should i double down on 10 vs dealer Ace?
- should i double down on 10 vs dealer 10?
- should i always split 8s, even against Aces?
- what is the house edge given all the rules above?

And finally, is it true that we should never settle for even money? (Player blackjack vs dealer ace)
