Suppose we have roulette with 37 numbers including a zero. But every time the ball lands on a zero, the payout ratio is 1:1/2. In a straight up bet with a ratio payout of 35:1. Is the house edge then 35(1/37)-1/2(1/37)-1(35/37)?

If the player loses only half his straight up bet when the ball lands on the zero, then the player's EV would be your number: 35(1/37)-(1/2)(1/37)-1(35/37) = -1/74.

That would make the house edge on the straight up bet 1/74.

Sound like you are talking about the 'La Partage' or 'En Prison' rule.
The house edge of the even money bets is indeed so improved. BUT only for the even money bets where half the stake is returned on a zero result. Inside bets still have a house edge of 1/37

Perhaps I am missing something, but if the "payout ratio is 1:1/2" isn't that the same as 2:1?

I think he got it the wrong way round. It's half stake returned on losing to a zero.

Oh yes. I meant that if the ball lands on zero, half of your bet is returned.
