I was on the SDX bus headed from Fremont Street to the northern Factory Outlets, when I saw a sign on a construction area saying something like "non-restricted gaming" and "hotel and casino coming soon". Does anybody have any idea who would be building a new hotel there, especially in this economy?

Isn't that the generic language the owner puts on the for sale signage for vacant lots ? IE, I don't know if it means a project is coming. It may just mean that the various permits are in place that would ALLOW someone to put up a casino.

That language means the location has a casino license. Once a year, a truck outfitted with a dozen or so slot machines will park at the location and open for business for 8 hours - which, even if no customers show up, will keep the license alive.
I read recently (I forget where) that someone is planning on rebuilding the Moulin Rouge, in the same location as the original. Is that the location you're talking about?
Interesting idea, but terrible location. Just to the north and west of the intersection of Routes 15 and 95, on Bonanza at H Street. Close, but not easily accessible on foot from Fremont.

Does OP have his directions confused? Outlet mall is west of Fremont, direction in title says NE. As for "in this economy", it is as good as it has been in the past 5 years and downtown is in the midst of a redevelopment.
