strategy cards for blackjack switch and power blackjack

I am new to the forum. i love Las Vegas. Can anyone help me with this question?
Why is the strategy different between the two games, blackjack switch and power blackjack, on the pair of sevens against a dealers 2, a soft 16 against the dealers 6 and a soft 17 against the dealers 5. i assumed the same number of decks and the same rules for the two games?
