Does Ace-Five Count help at all with a 2 deck, Dealer hits on Soft 17, no surrender game?

No it doesn't. It was designed for 6-8 deck shoes with only the most liberal of rules according to the Wizard.

It will help any game, but probably not enough to overcome the house edge under those rules and typical 50% penetration.
