This seems to be the formula for a casino to determine a player's theoretical value to the casino which in this particular instance is being referred to as Earning Potential.
Remember that Decisions used in the formula is often a convenience figure: rounded off and easy for hosts and floor personnel to remember.
Craps tables move at lightening speed on the Florida gambling boats. They also move fast on the Las Vegas Strip. Craps tables seem to move more slowly Downtown and even more slowly at Locals casinos. (I would suspect there are noted exceptions such as SouthPoint which probably keeps the dice moving really fast). You must gamble against the ACTUAL decision rate but will be comped according to the NOMINAL decision rate.
Importance? At the Venetian it seems that 4.0 hours is a trigger point of great significance to them.
House Edge is usually the same all over town. Oh sure, some craps tables offer a better deal in the field and some blackjack games really vary, but the casinos usually select a working figure and stick with it no matter what particular version of blackjack you played.

Looks like casinos ( and my opinion also )
like to see higher average bets as that increases the hold percentage the most, compared to the others.
