An attached microphone picks up the sound being made by the target (person) and plays it back 200 milliseconds later. The effect is incredibly confusing to the human brain, making it all but impossible to talk or hold a conversation. The device doesn't cause the person it's being used on any physical harm — it simply messes with their head.
I would think it would be ethical to shut up hecklers at public meetings. You could also use it on people who are invited to speak but must limit their ideas to 60 seconds. A lot of people hog the microphone, and fight to give it up.

Just short of feedback screech I guess. What effect on other than the speaker?

That seems like an awful lot of trouble to go through to accomplish the same thing as turning off the microphone. As far az hecklers go, they are their own worst enemy and nothing that a beefy security guard can't handle. This is a solution looking for a problem.

Just yesterday I was having a phone conversation with someone using Skype and I could hear everything I said played over his computer speakers as it echoed back into my ear 1/2 second later. Verrrry difficult to concentrate on what I would say next.
