It’s a Latin form for “value.” These days I only really see it in the phrase “ad valorem” taxes, which are taxes calculated based on the value of something. Like property taxes as a percent of property value.

Many years ago I was in grad school with a large number of foreign students. One of them had a dictionary that defined every entry in terms of a 2000-word subset of common English words. If you knew what each of those 2000 words meant, you could understand any definition in the whole dictionary.
I see that Longman, which may have been that student's book, uses such an approach:
