Why does the house limit your bet when you want to ban in Pai Gowi to your last wager?

They shouldn't limit your bet, at least not in PGP, where the house has a .20% edge even when you are banking (according to the Wizard).

They restrict the banking bet size because the casino has less of an advantage, as the banker wins the copies, (or when hands are equivelant in strength), which happens often enough on the two-card side to improve the banker's edge. By limiting the bet size to the most recent non-banking bet size, they reduce advantage play. Note that the house still has an edge in banking because of the commission, but it's reduced.
