Of course for a long while Las Vegas was a sleepy backwater with strong ties to various organized crime groups who long had economic benefits that were the main reason a remote outpost in the desert lasted so long.
The Senator for Nevada lived in Santa Monica, CA for a long time so its obvious that the sleepy little backwater of Nevada survived for reasons other than its thriving economy and huge, industrious population.
