The small print says "New member’s sign-up loss rebate promotion of up to $500: Valid for new sign-ups only and must show state issued identification evidencing residence in Arizona, California, Nevada or Utah to qualify (i.e. valid driver’s license)." I interpret that as only including new sign-ups from the states listed.

The American Casino Guide says this promo ends July 31st. The Hard Rock website says this is over May 31st.
Edit: Just spoke to "Ashley" at the player's club. She says this promo HAS been extendend until July 31st.

It's a good time to be a California resident with little play history.
Cosmopolitan is $100, rebated immediately (which is awesome). You can do the Cannery rebate at BOTH Canneries (Eastside and the N. LV one). Tropicana is $200. So total rebate money out there is $3,100. Estimated return is probably about two-thirds of that, so 2 guap plus. Nothing to scoff at.
