Yeah, it DOES look like a bad version of Roulette. Gotta wonder what they were thinking.
FYI: It is approved since 1998, but only in North Dakota.

Are the 40 numbers on the casino version of the wheel layed out sequentially like the "parlor" version featured on the web page?

Seems to me not. There is a smaller picture on the right hand side of the page above the casino layout which shows a non sequential wheel.
