Find a country A where it is legal to host an online casino.
Find a country B where it is legal to gamble online, but has a land based monopoly casino per capital city.
In country A, open an online casino.
In country B, open an "internet cafe" that let user connect to the online casino in country A, across the street from the land based casino?
The "internet cafe" will be the same as real casino, except betting are done electronically, the internet cafe just serve food/drink. Maybe also handle cash deposit and credit-to-cash withdraws?
can this be done ?

I understand some of those online casinos actually depict a video image of an actual roulette wheel rather than some electronic simulation of a roulette wheel.
This is what you seem to be describing only your situation involves separate jurisdictions.
As to Internet Cafes... they seem to be springing up in storefronts in small towns in Florida.
Despite there being free WiFi in the area or something, you RENT computer time in an Internet Cafe and then merely voluntarily choose to use that time to play certain gambling games. Totally different situation but they seem to be mushrooming all over rural Florida.

It could possibly be done, but why would you want to? People travel to a casino for an experience, the internet they can get in their living room. BTW: in at least the Bahamas locals are not allowed in the casino unless they work there.

Well, I suppose you could build up casino-like interior and for all purposes make it a casino, except install some of these telepresence systems where lighting and screen are set up such that it's not immediately obvious the other side isn't actually in the room.
But that's extra costs - a real land casino will probably run cheaper. And then they might twist the law to consider your establishment to be a casino.

The gist of my idea is to get around state licensing requirement for land based casino. For example, each monopoly casino in the state capital probably pay the government 100 million per year for the table games. Clubs pay $200k USD per slot per year. On top of that, the government also takes a cut in the gross winnings.
If you can have an internet cafe that mimics the casino atmosphere but forces the user to gamble online through the computer, then you save all that cost. For 3 million dollars, you can open your own casino right next to the state-sanctioned-monopoly-casino.
Why would people gamble in the internet cafe, when they can gamble at home? err, not too sure, free food? friends can all play together? "internet cafe casino" is safer than a random online casino?
Actually the aim is to get people who would normally visit a casino to goto yours instead. So maybe better comps, better games, loose slots...
Of course the minute you open your doors, the state-sanctioned-monopoly-casino will try to shut you down...... so fight it our in counts.
If they lose, they will lobby the government to change the laws. You can lobby the government too; probably won't work. You then lobby the public say monopoly is bad, you provide competition and result in a cheaper/better service to the public...
