Some casinos must publish their avg RTP for the quarter, per their states gaming commission.

I heard that in some jurisdictions, the avg includes the FreePlay the casino gives to you plus the FreePlay from the daily/weekly/monthly (ie: $100k) drawings.

So a casino can set all their slots to 85% and give lots of FreePlay to get their avg above 90+%?

The machines will pay what they pay and the coin-in/out will include free play instead of not. Free Play comes from the marketing department. Ask them what their budget is.

free play is subtracted from coin in so that GGR is just actual money spent - winnings paid.
RTP is still RTP, but they are not taxed on money that never existed.
