I've been handing out bananas, but they aren't very popular. At twenty cents a pop, it seemed like a no-brainer. I'm trying to stay away from things with short shelf lives, as I don't want to feel pressured to go out just because the food might spoil. The baseball playoffs take up a lot of my time this month.
Handing these bags out, or even just shopping for them, induces what I call a "givers high." Runners will understand the reference.
Starting my day like this gives me incredible positive energy, enough to carry through the day. Love really is the drug.

They are sleeping/passed out with multiple shopping carts off the side of the road for hours until they need to move on, you will see the same scene 2 -3 days later. There is ZERO chance people can be doing that mid-summer in Vegas without being on somthing to numb the heat.

Of course you publicize your charitable acts to receive praise, everybody who constantly talks about their charitable giving does it to receive praise. They want everybody to think they are really great people, that all they do is give give give. Even the Bible talks about if you give something to somebody keep it to yourself. My personal experience has been the more somebody brags about what they do for everybody else always makes me wonder what they are covering up for.
I most certainly don't think I'm a great person. I've received much and believe in giving back. I'm also hoping to lead by example. Your reactions show I'm on the right track.

Is ‘heating center’ a politically correct way to say ‘homeless shelter’ now? By ‘hand warmers’ do you mean those extremely temporary packets that can be ‘activated’ once? I would hate for my tax dollars to be wasted on those. Gloves caps and blankets are much more cost effective. If you give a homeless guy a cap, what are the odds he’ll still have it next winter?

If you don't give him a hat, what are the chances he'll need one next winter? A heating center is a space where people can escape the cold. I don't know what the others are, but the one closest to me is a bus terminal that normally operates 5 AM to Midnight, when the bus system shuts down. It's open 24 hours a day for the next few days. It's for the homeless and poor families living in unheated apartments. I'm about three miles from the border of San Xavier Reservation, and many houses were built with no heating. Its been years since this area had an extended cold streak.

I pay for everything myself. I bough the gloves and hats off the internet, and picked up almost two hundred surplus blankets at auction.
They were unused full-sized military-typeilitary blankets. Yesterday and this morning, I handed out about forty bags with a hat, two pairs or gloves, two pairs of socks, a granola bar and a candy bar in each one, and gave out about a dozen blankets. Last month, I spent a little over $200 on food, and about $500 on cold weather gear. A typical week is me spending between $100 and $200. I wont be buying many clothes once the cold is gone. Socks, maybe.

I was able to pick up 72 nice backpacks for under $100, but when I tried to buy a second batch they were over $150. It's a dog-eat-dog out there, and giving a weak person a really nice backpack simply sets them up to get robbed. Or they stay up for 78 hours, afraid someone will steal their stuff in their sleep. I can buy drawstring bags for under fifty cents, so I mostly use them. Walmartplus delivers in strong paper bags. Normal walmart sends food via uber and almost every item is in its own plastic bag. Plus uses the minimum bags and they are great for repurposing.
I search auctions all day for "my job" so looking for stuff is easy. Some companies stock employee cafeterias and routinely sweep out their pantry rather than have someone do regular inventory. A lot of them donate but some auction them off. This week I won a few cases of Progresso Tortilla soup. An 18-ounce can, and a pack of saltines can feed two or three. They are $2.79 in stores but I paid under fifty cents each.
I enjoy stretching the money as far as possible and assembling the bags. Driving around distributing them, especially in my new electric car is fun. It beats the hell out of sitting around watching youtube. Not that there is anything wrong with that.

There's a local store that is .99 cents but is BOGO on almost everything.
Lots of crap, but sometimes some decent canned food or snacks. Occasionally, some socks. There was a bit of a learning curve, but using JIT shipping cut the needed space down to a manageable amount—ten feet of racks on two walls and half of an 8X10 locker.
Much of that is winter gear and will be gone in a few weeks.

They can be lifesavers at cold-weather football games. They aren't for everyday use, but this is a winter storm and a freeze warning, a rare combination for Tucson.
Hundreds live in the tunnels and spillovers that might be in danger if we get flash flooding. It's in the 50s but feels much colder with the wind.

I used them motorcycling in winter.
What I learned:
Restrict the air they get. As the powder in the pouch absorbs oxygen, they get hot. If you limit how much air they get, they get warm ... slowly. Tearing open a corner of the plastic envelope is usually enough. Ripping open the plastic envelope and waving it around on the way into a glove or boot can make it too hot to touch.
They're stupidly cheap (hooray iron), and I wish they made a similarly inexpensive variant for heating food. (No, FRH's ("rock or something") are not ideal.)

I think what you are doing is laudable. But I’m not sure if it is really ‘making a difference’. If it doesn’t do anything to get these people out of the dismal situation they are in, but rather, just ameliorates it slightly, I’m not sure much ‘difference’ has been made. I know it’s better to have a cap when it’s cold out, but you get my point.
I have a well off cousin who like you also wanted ‘to make a difference’. He has used resources to build schools for girls in Uganda, and supplied the schools with computers so the girls ‘have more of a future’.
I guess your kindness helps out somewhat for the immediate present, but does nothing for their ‘future’.
I remember a ‘donate your suit’ so poor guys could have a suit for a job interview. To me, that’s effective charity.
