Are there any sources(preferably free) that offer coupons for either food or gambling?

First off, you're probably right about there being no sign-up incentives on the TR card. However, it's worth signing up for a couple of reasons, both you and your wife, though they seem to be pretty easy about two married people using the same card. Your call on that.
Anyway, everything is cheaper by about 10%, sometimes more, if you have the card. The discount goes up as your tier level goes up on gift shop and stuff, but all the meals are cheaper from the git-go. Charge everything to your room.
Second, if you're playing there or other CET places (they're all in a row there except Caesar's across the street). Harrah's, Quad, the Link, Flamingo, Bally's, Cromwell, Paris, Planet Hollywood are all next door to each other along the strip. Play using your card. When the time comes to check out, you want to leave yourself a few minutes and ask the desk to check your play. If you've given them any significant action (and it doesn't take much there) they can and usually will comp your rooms and some or all of your restaurant and gift shop charges. IMPORTANT: if you booked your rooms through a third party like hotels.com or something, they can't comp your rooms. If you're able to cancel the third party booking and book directly through the Flamingo's (Caesar's) website, do it; you will almost always get the same rate (their website is where hotels.com etc. pull their pricing from), and then the hotel hosts can comp you.
Now the other thing you might look at: you have enough time to get the TR Visa, which does have sign-up incentives. You get 2 tix on the linq's wheel (the big observation wheel) and you are automatically Platinum, which gets you better discounts and line-cutting, and also kills the resort fee, which is around 18/day. Also, if you spend 750 on the card before you get there, you get 10000 reward credits, which buys you food and gift shop stuff at the hotel, and is worth $100. You usually get an approval answer in a day or so, though the holidays may mess that up.

I assure you I'm not trying to do anything unethical here...I honestly love Las Vegas and its been too long since I've been. I've checked with the flamingo and they told me they don't have coupon books anymore and there were no incentives for signing up for the total rewards card.
With a limited budget I am just looking to try and save as much as possible on eating and some gambling.
I'd be glad to provide any proof you or anyone else would need to show this is my only reason for asking this question

Thanks for taking the time to reply...I actually booked my package through Orbitz. I will look into applying for the Visa card though.
Do some of the casinos still offer "Rapid Roulette"? I liked playing roulette that way.

Thank you...I'm just remembering when I've visited in the past I could get coupon books from the hotel I was staying at and sometimes from other places too.
I liked the 2 for 1 buffet coupons and the match plays the best. I even liked the coupons for the free "souvenirs" (I'm kind of a pack rat).
I still have cups from over 20 casinos when they used to spit out coins/tokens. I also have stationary/soap/shampoo from the Sahara where I stayed around 2005.
I'm the type of player who plays knowing I probably won't get rich playing but is happy coming out a little ahead with a few comps(even small ones) at the end of the trip.
Here in Virginia the closest casinos are Hollywood at Charlestown, WV and Maryland live in Arundel mills, MD. They don't come close to the beautiful architecture of Las Vegas though, and to me, thats what I really enjoy about visiting there.

Instead of Maryland Live, drive another 15 minutes or so and check out Horseshoe Baltimore if you havent. It's right on B-W parkway as you get into town.
