I've seen the 00 packed with suckers betting $25 and more, while the Single 0 with roughly half the HE remains empty five feet away.

1. Table limits.
If gambling on a set budget, the overwhelming majority of individuals will gravitate towards the table with lower minimums in hopes that doing so will maximize length of play.
This is very evident in 6:5 Blackjack. Lots of people will play a $10 6:5 table instead of a $25 3:2 table.
Of course, this concept should not apply whenever the limits are the same.
2. Volume of players. (Not applicable to playing online, of course.)
Many players regard gambling as a social function. The atmosphere easily becomes "us against the house".
This becomes very evident in other games as well.
I've seen two identical $10 dice tables with one completely full and the other standing dead.
A known Baccarat player walking around the casino instead of playing because there were not yet "enough other players".
Of course, things can go the other way, as many will state that they prefer playing alone, or with only a couple other players vs. a full game.
3. Previous experience leading to superstitions.
I know several individuals who still buy into deep superstitions.
Example: "I know the house has a higher edge on the American wheel, but I have never won on the European wheel."
4. Familiarity.
This is more important than most would think.
Gamblers can be lazy; many people enjoy settling into a comfort zone and leaving it at that.
The wheels are different, and if individuals have favorite numbers, chances are that most also have general knowledge of adjacent numbers, quadrants, etc.
If their method of play conforms to a double-zero wheel, many consider it a nuisance to learn a different wheel.
This is a concept that must be addressed by anyone designing a new game- people want something with which they can easily learn, understand, and become familiar. Once they do learn it, they tend to stick with it until they're broke (or it becomes unavailable).
5. Not informed, or lack of intelligence.

I will say it forever, the average player does not care; they do not know; they do not want to know. As math-challenged as the USA is why I am surprised I do not know, except I am not surprised anymore. This is a country where people spend $5,000 more on a car that saves $3,000 in gas over 5 years after all.
This can be broken into mere habit, as well as people who bet on numbers and their neighbors. The number sequence on the wheels are very different.
Of course, if the betting layout includes a racetrack, that kinda negates my theory.
stereotypical you'd think Asians would be smarter but they're not. That stereotype exists because only the smart asians make it over to the US. go look in macau and everyone's playing baccarat.
If only it stopped right there, but no. They actually believe they can win *facepalm*. Their superstition is unbelievable when you hear some of the things they say about why they think they can win.
So i'd say the world is math challenged.
