The way my partner gambles - I think the overriding factor when booking a hotel should be 5$ limits on roulette, which is the best hotel with a 5$ limit or has 10$ taken over in all the better hotels?

Generally the rule goes - the nicer the place the more you pay. Apparently you can get some good deals at the Station Casinos for lower limit players.

Gold Coast Casino belongs to the Boyd gaming group which is not in bankruptcy. Plus they own half the Borgata in Atlantic City. I think if you wanted to go to a locals casino go to Boyd. It's a healthier company and they have more of a presence very near the strip.

I haven't been to Las Vegas since September, but I remember Bill's having $5 or cheaper ($3, I think) roulette most of the time. I've stayed next door to Bill's twice - once at Flamingo and once at Bally's, and it's a real close walk. You don't even need to cross a major street to get there from the Flamingo.

Depends where you want to stay as well. The others have mentioned good strip/off-strip properties. If you are willing to stay downtown, then El Cortez with their 25c Roulette (Forget the Inside/Outside Mins) or the Boyd properties (Main Street Station was 50c Roulette with $3 Inside / $5 Outside) would qualify as well.
