how did the lottery catch them in the first place? and how they know Miles was the true owner?

For scratchoffs, it's often 6 months to one year after the game ends. Probably because they don't use anything to date scratchoff tickets.
With the guy admitting to crack usage, couldn't they have just lied about it? I fail to see how he can prove anything.
