But even if the loosing player mucks in a cash game can I not request to see it? since it went to show down.

You can REQUEST...but they can DENY...but as usual in cash games, you can pay to see one card, or two cards...

To avoid collusion, ANY player dealt in may see a mucked hand. Just don't abuse the rule.
There is one catch: if the "winner" makes that request, and the mucked hand beats the "winning" hand, the mucked hand becomes live and is awarded the pot.

In some casinos that I've played in, a mucked hand is dead, no matter what. So, hand is mucked. Winning player then asks to see the hand. The dealer, assuming he can accurately determine which two cards were mucked (sometimes not possible depending on how the player tossed in the cards), will grab the two cards, tap them, face down, against the muck pile to indicate the cards are dead, and then flip them over. Even if those cards then would reveal they WOULD have won the hand, since the hand is dead, they are not allowed to win the pot.
I know this isn't a universal rule, but it might be worth mentioning that some poker rooms have this alternate rule.
