He called his bank and they basically said 'Oh well.'
First get rid of his bank. Two, as far as I know PayPal is responsible for this and they should refund his $$.

His bank told him it was PayPal's problem, all
they do is what PayPal tells them to do. The
burden of user verification is on PayPal, not
the bank.

PayPal has preemptively taken responsibility for what happened, so I think his bank is right that it's PayPal's problem.

My PayPal account was hacked a while back but I was only taken for about $200. However, PayPal did take care of it. It took a while, but they reversed the charges eventually.

That is why you should never make a debit (pin) transaction at a POS. If you swipe it as "credit" using the Visa or Mastercard logo, you get the same fraud protection (mine is $0) as a regular credit card.
My Paypal account is linked to my "credit card", which is my debit card. However, that gives double protection, one from Paypal, and one from Visa.
