The FTC doesn't handle each individual complaint on a case to case basis. Instead, they look for multiple complaints in a given category and if they receive enough of them they will then initiate an investigation. When you make a complaint your info goes into a data base that looks for patterns.
So, as to the practice of advertising a lower rate than can actually be gotten IE "Resort Fees" that may or may not be listed on the web site, but are definitely not listed on the initial advertisement, if you want this practice to end then complain.
Vote with your pocketbook, don't stay in places that add on fees after the fact. This is deceptive marketing and is listed on the FTC's complaint page under promotions and advertising.
www.ftc.gov will do it.
