Welcome to WOV, Kyle. The closest thing I know to what you are asking about is Lottocrawler and they tell you what scratch off tickets have the best odds to have a big prize and what scratch off tickets have the worst odds to have a big prize. :)

We all joke about the day that we will win the lottery. Many of us who make this joke don’t even buy a ticket either! But still we joke. Of course, some people do win the lottery, They become instant millionaires, or maybe just a bit - a welcome bit - richer than they were before.
There are many lotteries. Almost every country in the world has a lottery, and the people in the country buy tickets hoping to drag themselves out of their humdrum lives into the exciting world of the rich.
Britain was one of the last countries to finally embrace the lottery. before that anyone wanting to try their chances at a big win had to try one of the many European lotteries. But of course, a lottery can be a simple local event too.
“Lotteries come in many formats. The prize can be fixed cash or goods. In this format there is risk to the organizer if insufficient tickets are sold. The prize can be a fixed percentage of the receipts. A popular form of this is the “50-50″ draw where the organizers promise that the prize will be 50% of the revenue. The prize may be guaranteed to be unique where each ticket sold has a unique number. Many recent lotteries allow purchasers to select the numbers on the lottery ticket resulting in the possibility of multiple winners.” - on the website of the original source
About a hundred years ago most types of gambling was illegal in most US and European countries. Gambling still happened, though underground. After the second world war things changed. sweepstakes and lotteries became increasingly popular. Then governments saw the potential.
