No Access?

What's the deal with the "cutout" corner of Planet Hollywood? There is a shopping arcade that you enter after crossing the bridge over the Strip from the Cosmopolitan, but once inside, it doesn't connect to the "Miracle Mile", nor apparently, the hotel/casino. There's a "Rainforest Cafe" in that spot and some other stores, but it just seems odd that a part of what appears to be the same property on the outside, actually isn't connected internally.

Yea but where else can you get a Krispy Kreme, Popeyes Chicken, Sin City Beer and a tattoo in such close proximity?

I assume it's because PBR Bar & Grill is in the way
