I've eaten at the steakhouse a couple times. Once the food was excellent, but the second time, not so much. The view is great.
However, if you're not staying downtown, parking is ridiculous. We had to walk what seemed like 15 minutes from the parking garage to the casino, and you have to get your ticket validated, which means you have a limited time to spend looking around before or after dinner. Not worth it IMO. But if you are staying downtown, or going there anyway, this is probably the best place to eat.

If you enter on the side from Casino Center drive, go up about 4 or 5 floors you can park in the old parking garage right near a crappy little stainless steel door that is the elevator that lets you off right into the casino.
Never had dinner at their steak house, but the coffee shop used to be the best deal downtown.
Don't it always seem to go, that you don't know what you got til it's gone!

the reason they validate is many folks virtually store their cars there. They give you three hours, but you can ask any pit boss to sign your parking slip and park for as long as you like, as long as you are gambling or staying there.(or even if you're not, they have never checked it as far as for myself).
