When I'm playing the Don't Pass bar along with making Place Bets, can I leave my Don't Pass bet off on the Come Out roll, until a point is established, if another shooter is shooting?
When there is another shooter shooting, how is the amount I can bet on the D/P bar determined (not making a Lay bet, just stacking)?
During the game can I increase or regress my D/P bet? Can I take my D/P bet down?

DP bets are contract bets and cannot be called “off”, nor taken down until resolved.
You cannot add to your DP bet once a point is established since you now have a positive edge. For the same reason, I don’t know why you would want to reduce your DP bet after the point is established, but I bet the casino would be happy to oblige if you asked.
The max DP bet is the same as the Pass Line, regardless of who is shooting.
The layout reads as "Don't Pass; Bar 12" (since 12 is a push) with the 12 being illustrated as both dice showing a 6.

The player has the advantage at that point, you said so yourself. The only time I've ever seen someone attempt it, that person was allowed to take it down after a point was established. He didn't like the point because it was a six...lol
You said "The max D/P bet is the same formula as for the Pass Line bet." So, 3 times, 4 times, or 5 time the Pass Line or Don't Pass bet. Sounds like the only way to increase my Don't Pass bet is by laying odds.

Minor nitpick, but keep in mind that the odds are technically a separate bet. The DP has a House Edge that works against you whereas the odds bet does not. I believe the Max DP Odds are different than Pass Line. In the case of 3x/4x/5x, you can Lay Odds to enough of an extent that you would win the amount of odds that you would take on the Pass Line were you playing that.
For example, on a $10 bet with 3/4/5x, a player playing the Pass Line could Take Odds of $30 to win $60. Conversely, a Don't Bettor Laying Odds would be allowed (as far as what I have ever witnessed and heard) to Lay $60 to win $30 on the Odds bet.
Your explanation sounds right to me, from all the youtube videos I've watched. My hope was that I could be much more profitable by just stacking my D/P bet, as opposed to laying odds.
One clarification I need: If I'm not the new shooter on the Come Out roll, can I wait to put my Don't Pass bet down until the point is established? (I would certainly avoid those 7's and 11's costing me).

I think it is considered cheating
IF you do that, it is against the rules and one could get in trouble for it.

you can make a don't come bet for a different point.
nothing in the rules of the game says you have to Lay the odds
