I don't see how it would kill players but I would definitely expect to see an 8% reduction in free play to cover the taxes.

I realize some places have lucrative free play and you wouldn't want that casino to stop giving out free play. I would hate that to. But given a choice between zero free play and all promotions. I'll take all promotions.
If you think about it, MOST casinos don't give enough free play to make it worthwhile, they give out small amounts just enough to entice ploppy customers. Imagine if all the casinos who give out crap free play suddenly had to come up with other various promotions to entice people. I think it would be far more lucrative for some AP's.

Perhaps Many AP's would have to drop out and less AP's would get a much bigger share of AP money.

You know the casino lobby is strong when the gaming revenue tax is lower than Vegas sales tax. Imo, my home state of Missouri is "fair" (~23% AGR). There also are admission taxes as well, another weird midwest thing.

I'm assuming 90% of your income comes from free play mailers. That's my point, many free play minors don't realize there's much more to AP and there's many hidden opportunities.
If FP ended It would be like telling a NFL player that the NFL is over but there's always basketball or baseball.
Must Hits and other obvious plays would get over run with guys who still want to have freedom from a real job. Mostly it would thin the heard.
I have seen it many times before, something really good comes along that lasts a few years, Loose lips wise up the casinos and chumps Eventually it gets overrun or the casinos get sick of it. Some guys do very well and now think they are top dog AP's. They are on top of the world because they have a BR and everything. Until it ends. A few years later after dabbling in a few other things they show up at the door with your Chinese food delivery order.
I highly doubt they will get rid of FP. But there's a good chance that whatever casinos you are working now will eventually wise up. No doubt some have already. Once they do, if you're lucky you will get to play for mail with approximately 2% advantage, that include higher volume and significantly more risk.
There's not to many casinos that allow exactly what you're doing. I think You fell into a rare situation that's few and far in-between. Save as much as possible.

I'm currently hitting or have hit almost a dozen casinos.
So, either you don't really understand what my particular AP move is or it's far more allowed than you believe.

I don't live in Vegas so I don't have 35-40 in my rotation. I would need to travel hundreds of miles from my house for that many and I actually enjoy sleeping at home.

You clearly are not familiar with the New York market if you think there are 40 casinos here.
Should also point out I am a true New Yorker - i.e. I don't drive. I take the bus and train.
In all of New Jersey - 8
In all of Connecticutt - 2
In all of Pennsylvania - 12 (however six of those are on the western side which is 8 hours from me.)
New York City - 2 - (I count Empire which is technically outside the city but a city bus goes there so...)
NYS has about six more all upstate approximately 6-8 hours drive.
Except for the NJ and Connecticutt casinos which are near each other, all the other casino locations are scattered so even driving between them would take upwards of 40 minutes to the next one.

I don't have car because I have no interest in driving. Never did. Never learned.
It has nothing to do with my financial status. And no, I would not be able to drive from Connecticutt to NJ to PA to Maryland all in the same day. And when I hit a casino, I hit them day after day after day for months. I don't need to travel like that to make my money.

First off if you know the mail schedule you would know that it's not daily - that aside starting in Maryland - 30 minutes to Delaware. From Delaware 30 minutes to center city Philadlephia form Philly to ac 1 hour - ac to much 2.2 hours and end in Connecticut 2.5 from nyc however in answer to your question
Although I have done this multiple times I have people that work for me and do the pick ups as any successful ap would have

Wrong. When they killed the mail in NY I was unaffected because I still get mailed. I was way beyond all those AP's who were clobbered when that happened. I laughed when they posted the signs and I and my people were still collecting.

Let's see. You missed your promos at Sands in Bethlehem which is 2 hours from Philly. Oh, yeah, the promos at Parx, Sugarhouse, Harrah's (some of which I personally don't find worthwhile but you said you could hit everywhere). Hmm, methinks you are not hitting all the casinos in the area. Gee, you didn't even make it out to western PA or Upstate NY with that schedule.

The frequency of the offers is not the issue. It's the overall profit obtained from them.

3) I stated in an earlier post I don't hit a bunch of casinos at once. I prefer to hit one day after day after day for months. So no, I don't have to travel. Sounds like you need a better hustle if you have to do all that travelling just to make a good amount.
