WOO reviewed a fundamentally similar game with Two Cards High in 2007.
Saigon 5 was discussed with a few other games for the summer field trial group last year in Nevada at this thread. Saigon 5 does not have an approved game listing at the NGCB's approved games list, so it may have been withdrawn or not approved in NV. It is not an easy process to get a game out or always find something unique.
