It's almost even, but tiny house edge still remains, assuming you lose with 0 and 00. There are 38 equal possibilities. You will win 18 times. You will lose 20 times.
18 x 1.11 = 19.98 win
20 x 1 = 20.00 lose

18*1.11 = 19.98
20*(-1) = -20.00
Expected loss = -.02/38 = -.000526 or approx 1/20 of 1% negative EV. This is 100x less expensive than a normal payout, but still negative nonetheless
