Everybody knows in a free country you get two choices.
He is a quasi dictator. He's accountable to almost no-one. But still a welcher.
One of the conditions he knew going into the fight and the bet is that the fight would be on US soil and judged by US judges, so he should pay the bet.
The injury thing is a whole different story because essentially the fight cheated everyone out of fair bets. If the injury was known, there would have been a huge change in the line on the fight. Those who actually thought Pac had a scintilla of a chance would have known it was over before it started. I guess it comes out good on the other side (their bets still paid based on the false lines), but I doubt people would want unfair bets day in and day out (okay...maybe they would like them if it was always in their favor!!).
They cheated the millions who paid good money for a good fight between two guys in the best possible condition for their age.

He was not really betting in a casino or sports book or online.
He was just publicly saying he would bet $5000 that xxx would win etc. That's not a legal wager.

The Prime Minister of Cambodia would not have have bet with a "bookie" and I have mentioned before, has his hands in Nagaworld which has a sportsbook. This book, while Mr. Sen may have some sort of credit account, is linked to an online full service sportsbook. If Mr. Sen decided he wasn't going to pay, Nagaworld would simply pay it for him or already has via their online account. It's not rocket science and $5000.usd is nothing in the world of Prime Ministers like Mr. Hun Sen. He's big money, don't be fooled, so is Nagaworld.
