It's happened to me several times...though they usually give me some free play or comp $ toward food "for my trouble". Always at Harrahs, no other place in AC has done it to me.

I'm guessing that if you don't complain about it, it will keep happening.
Do you have a host? If so, complain. If not, ask to talk to a host, and complain. If you got a room of lower value than what you were offered, they should make it up to you in some way. Extra food comps, or some freeplay, or something. Make it clear that you aren't coming back ever again if they don't give you what they promised you (and follow through if they don't fix it). It's clear that they want you there or they wouldn't be sending you offers -- you have some leverage here.

They still do that. That has happened to me there too. It happened to us but we weren't bothered by it. A free room for my wife's modest penny slot play was fine. It brought back fond memories of the Claridge of old.

Harrah's AC has 5 towers...from north-to-south...Harbor, Atrium, Marina, Bayview & Waterfront.
The Harbor tower is the oldest among the five, and so has the most dated rooms, smaller bathrooms, worn carpets, etc.
I have found the HVAC system in the Harbor Tower to be unacceptable, especially in the summer.
The Waterfront Tower is the newest tower, with more modern bathrooms.
The condition of the WF rooms varies, the party kids can beat those rooms up pretty good.
There's kid vomit all over this hotel. It was fresh in the Harbour Tower elevator last night. The point is not about Harbour Tower vs. Waterfront Tower. It's about giving me the room that I reserved! My room isn't bad. It's actually pretty good. Nice water pressure and the hot water is hottish. My annoyance is rooted in the fact that in another thread, I was able to demonstrate how easy it is for a lowly Platinum player like myself to reserve a Watertower room. Well, it is easy to reserve a Watertower room but you'll never actually get it.
On a related note, I cancelled my Harrah's reservation for the beginning of April. I went over to Borgata and reserved a Fiore suite for the same weekend, not comp'd but not too expensive either. Caesars can beg me if they want me to stay at any of their properties again then I'll give it all the consideration that it deserves.
If you aren't particularly picky about your room, the Fiores can be considered a downgrade from a regular room, in that they are all at the very end of the hallway. Sure, you get lots of room, but those extra 100 steps count big time if you have to pee really bad.
ETA, I just checked, we have a comped Fiore for week nights in March.
