The “tourists” you speak of are the reason there are few good plays left on the strip. It’s their choice to get F’d in the name of playing in Vegas.
That said, most of these places are not seedy and really are no different than local bars in any town USA.
I UBER to multiple off strip bars every trip and have never felt unwelcome and also make acquaintances with many locals. Good values out there if you look.

I played pay table in planet hollywood that I don't even know what they were. I could have been playing 5/2 bonus and wouldn't have known or cared. When I am there to tourist then I am there to be a tourist. I walk off the elevator and hit the first machine that talks to me which is also the one where I can see a cocktail waitress. As long as my $100 lasts me a few beers I am happy. And on the occasion I will hit a royal and be super happy like last summer.
