You have never seen 10/8/5/3/1/1 Bonus before (94.18%) in a casino? I have seen it a lot sadly. :( I have seen 8/5/4 Double Bonus (94.19%) occasionally too. Ironically, 8/5/4 DB is at Hollywood St. Louis for nickels and dimes on one bank, but for quarters, 50c on that same bank it's 9/7/5 DB (99.11%). I usually play 35/8/5 Bonus (99.66%) on that bank instead though.
And to answer the OP, I think 94.18% bonus is the lowest I have seen in an actual casino. I think I have seen worse than that in Illinois bars/restaurants, but I didn't look super closely. Does the D still offer 8/5/4/3/1/1 Bonus at the Long Bar? I know they did for awhile.
I have seen back to back banns of 7/5 versus 8/5 JoB video pokers machines. Guess which side was almost always busier ?

They also had 6/5 JoB on 50c machines, but most were 7/5. Of course 25c VP was a waste of time 6/5 JoB or 1-2-2-3-4-13-16 on the Deuce.
IIRC the best 25c offering in that day was 7/5 Bonus Poker 98%. They were known for having a few Sigma VP machines usually the console versions. These had odd payouts requiring a different strategy. The one I've posted here before was the 50c Deuces with a 1-2-4-4-4-9-15-25-160-800. Some of these were 100 on the 2222. Never knew if the 160 version was +EV... I figured the 100 version was not.

The game in question is/was at the long bar 8/5 bonus with a 1 for 1 two pair payout. I didn't check it when I was there though. I really didn't spend the amount of time I wanted to at the D last trip or Fremont St. in general. :(

Looks so weird with the game titled "Aces and Eights".
It was pretty much the only game in town, except for the occasional machine that was something like 7/5 but the pair had to be Aces (i.e. a pair of Aces paid 1, but Jacks, Queens, or Kings paid nothing). The last two times I was in Australia - in 2002 and 2011 - neither Sydney's nor Melbourne's main casinos had any VP. (Reportedly, it exists at the casinos in Gold Coast (near Brisbane), and it's pretty much legitimate Jacks or Better.)
