I was having a little trouble in comparing the paytables the wizard lists to those at the casino on a hundred play deuces machine, because the pay for the royal is different:

On the full pay paytable, as well as the others, he lists the royal as paying 800, however the machine in question, it pays 250 for min bet and 4000 on max bet. Are they just short changing the min coin paytable at the casino?

Are one of those the correct return for this machine? Also, is the low min coin royal just a way to gouge "100 play" players that aren't betting max coin, or am I missing something?

This is exactly the 96.77% paytable. At max bet, you are betting 5 coins, so you need to divide the pays by 5.
As for the 250, almost all poker paytables are like this. It is an incentive to the player to bet max and increase the casino profit.

It is reported per coin wagered. You wager 5 coins and get paid 800 per coin, so the total pay is 5x800=4000.
