I agree the way the machines are working is odd. But WA is technically not class II either. They have a pull-tab like system; whereas Class II is electronic bingo. I guess a big question is, does their final result ever change when they have the same deal and choose different draws? If so, it definitely could be exploitable, but of course the matching hands need to come up a lot to overcome the poor base game (likely low 90s, even though the paytable will look like 9/6 JoB).
And hlarson, don't get too discouraged from playing video poker over this. Just save up for a trip to Vegas where probabilities are based on a standard poker deck. :D
