It was h17 blackjack pays 3to2 push on dealer 22 but if on your first hit card you exceed 21 you don’t bust you stay with your initial two card total
If your first hit is on 16 or less and you bust, you burn the bust card and stay with previous total (excludes doubles).
Blackjack paid differently though, it pays 2 to 1 suited, otherwise even money, but it always wins (no even money offered/needed).

Ya it adds somewhere around 7%. You get to use the feature a lot though (12-16 over 1/3 hands), whether you actually but or not it still gives you a chance to improve your hand in situations you might not otherwise hit.
