I just saw a post on Facebook from the Palms (and it had the hashtag #PalmsLV, so it is definitely the one in Vegas) advertising "Mystery Card" Roulette.

It appears to be the version of roulette played in California, where there are no numbers on the wheel - instead, there are 38 cards, numbered 00 and 0-36, and 38 slots on the wheel corresponding to the 38 spaces where the ball can land.
Correction: there is no ball in this version; instead, there are 38 pins that divide the wheel into 38 spaces, each with a card, and the wheel has a pointer (think Wheel of Fortune); wherever the pointer is located when the wheel stops determines the card used, which determines the winning number. Both Agua Caliente and Hard Rock Sacramento have this version.

Why would Palms even bother, unless some bean counter is under the impression that it will draw players from California who are only familiar with this version?

They also have it at the San Manuel casino which is owned by the same people. So they already have the layouts, they already have dealers who can deal it, and they already have their players who play it, and some of those players are going to be coming to the Palms. It doesn't seem like too big a stretch.
