One typo: when you wrote "The following table shows the probability and contribution to the return for the Tie bet with eight decks of cards. The lower right cells shows a house edge of 10.59%.", the house edge shown for 8 decks is 10.51%.

Good question. With six decks, the EV if the player stands on 5 is -0.020728. So, increase in house edge of 0.02%.
What else distinguishes PanN9ne from conventional Bacarrat?

Yes, there is no rule that freezes the hands if either side has an 8 or 9. The dealer follows the Player strategy in baccarat. The player can do what he wants, but the odds favor hitting on 5 and standing on 6.
So, five is a rather borderline play, narrowly favoring hitting.

2% house edge is a big hurdle. Is it possible to change the strategy based on the deck combination so that the player can overcome the house advantage?
As I understand it, the rules of the game are the same as conventional baccarat except :-
1) There is no "natural" rule with 8 or 9 points.
2) Player is freely to hit third card or stand as he wish.
3) Dealer always hit a 3rd card if her first two cards total is 5 or less, regardless of player final total and player third card value(if any).
4) Players are only allow to bet on PLAYER side.

I suppose card counting would help a little. The player might stand on five in a deck rich in 6's to 9's. However, just going on feel, I don't think it would be enough to overcome the house edge.

8 deck, player should hit 2 card total 5 points except (1,4) and (2,3), this will lower house edge to -2.051928255%

As a reminder, the total-dependent strategy has an EV of -0.020533. So, that exception lowers the house edge by 0.00014%.
