I can view the rules for mini-baccarat online for Borgata. The other major casinos like Harrah's, Caesar's, Bally's, for example, do not list their rules as to when the Banker or Player hits or stands. Does anyone know for sure if the major casinos all use the exact same rules? A subtle difference would mean a big difference to a system better. Also: I know some casinos have the no-commision baccarat, which uses different rules to replace the Banker's commission. Thank you

Every casino in North America uses the same hit or stand rules for baccarat. No-comission baccarat is a different animal but uses the same hit or stand rules as well.

Yes, the no-commission Baccarat (EZ Baccarat) uses the same "hit or stand" rules.
Now, EZ Baccarat gets its banker edge on the bankers side by pushing the banker hand if the banker has exactly a three-card seven.
