One of the lovely things about Colorado "limited" gaming is the access ordinary citizens have to information that I would imagine is proprietary otherwise. In Colorado, there are 17 different paytables available for the Pair Plus and Ante Bonus bets. Some of them have been published on the Wizard's site, but there are some other, unique tables that have not. I find some of them intriguing and am posting them here. I highly doubt any casino manager worth his salt would ever install one of these paytables, but do you think players would accept the top hand receiving relatively nothing? Of course, I'd be curious to see how the house edge swings on these.

An empty box means no payout. From Colorado 47.1-1017:

Paytable 14:

Player Hand Ante Bonus Pair Plus
Mini Royal 50:1
Straight Flush 10:1
Trips 4:1 40:1
Straight 3:1 30:1
Flush 6:1
One Pair 4:1

Paytable 15:

Player Hand Ante Bonus Pair Plus
Mini Royal 50:1
Straight Flush 10:1
Trips 4:1 40:1
Straight 3:1 25:1
Flush 6:1
One Pair 4:1

Paytable 16:

Player Hand Ante Bonus Pair Plus
Mini Royal 50:1
Straight Flush 10:1
Trips 4:1 40:1
Straight 3:1 30:1
Flush 5:1
One Pair 4:1

Paytable 17:

Player Hand Ante Bonus Pair Plus
Mini Royal 50:1
Straight Flush 10:1
Trips 4:1 40:1
Straight 3:1 30:1
Flush 6:1
One Pair 3:1

I'm not looking at your source, but these 4 paytables almost have to be typo'd as to the lines. The Pair Plus bets can't possibly pay as you have them listed, especially on Str/FL/pair. They would all be seriously Player Advantage. However, if each were pushed up a line, and each Pair paid 1:1, they would be very typical tables.
If the House lost every hand, they wouldn't deal the game.
