On the Roulette layout there is a section that has a bunch of numbers in the shape of a 'U' or horseshoe. What is that called? How is the bet made? What does it pay? Thanks.

These are called "racetracks." In my experience they are only found on European (single zero) roulette wheels. The numbers are laid out in the same order they appear on the wheel. The racetrack is a convenience for people who like to bet certain sections of the wheel. For instance, someone could place a $25 bet on the number 17 (on the racetrack). In reality, he is actually placing a $5 bet on 17 and the four numbers surrounding it (6,34,25,2). If any of these numbers hit, the dealer would place a $5 chip on the winning number (on the main layout) and pay the bet accordingly.

I only observed the racetrack in use at one casino. They required racetrack bets to be made in increments of $25. I can't say for certain that this is the universal method. Actually, now that I do some Googling, it appears that there are other types of racetracks on French roulette wheels with more complicated bets. But the concept of betting on neighboring numbers remains the same.
