When breaking ties, and tiles are looked at individually, don't the 10 and 11 tiles rank higher than those other tiles?
Of course, this begs the question of why the Teens aren't labeled "H12"...

Yes. I could also refer to the Gee Joon tiles as 3's (even if played as 6-point tiles). I guess my main reason for not doing so was to avoid confusion, but I agree that referring to 12s as H2s but not 10s as 0s or 11s as 1s is kind of half-@$$ed.
