I've seen a couple places do that. I don't think it's allowable on a patented & licensed game like that. I know that Roger has asked for details in the past - hopefully he'll read this thread & correct the situation.

Unfortunately, I believe the ruling is based on how the individual gaming commissions have the rules written. I got into an hour standoff at Hollywood in Lawrenceburg (it actually lasted an hour, no exaggeration, of me not playing the game, and holding up anybody who may have wanted to join) over this very issue, while gaming sorted out the ruling (I was correct of course!)
Belterra, also in Indiana, has it in their rules that the player MUST make the Play wager in order to win the Trips bet. If it's not explicitly written though, gaming commissions generally side with the player on that one.
